'It' should have a slight advantage since he's already moving. This keeps 'It' changing. Make sure 'It' walks and doesn't start running until he tags someone.
There is potential for some rough collisions.

Stand in a circle facing inward. One scout is 'It' and walks around the outside of the circle. When he tags another scout, that scout runs around the circle one way while 'It' runs around the other. The last one back to the Gap is 'It'.
